President Al-Zubaidi at UN Security Council: AI must be an aid to serve peoples' right to self-determination

President Aidarous Qassem Al-Zubaidi, President of the Southern Transitional Council (STC) and Vice Chairman of the Presidential Leadership Council (PLC), stated that artificial intelligence (AI) represents a radical shift carrying promising opportunities for development and peace, but at the same time, it could also become a weapon in the hands of terrorist groups if sound governance is absent.

The remarks came during President Al-Zubaidi's address at a high-level open debate of the United Nations Security Council on Wednesday, under the theme “Maintenance of international peace and security,” which focused on addressing the complex, multifaceted implications and ensuring responsible use of AI.

President Al-Zubaidi detailed that Iranian-backed Houthi militias have exploited AI technologies for media disinformation and propaganda campaigns, in addition to their efforts to deploy autonomous weapon systems, actions which threaten security and stability in Yemen and the wider region.

His Excellency stressed that artificial intelligence should not be treated as a purely technical matter, but rather as an issue of national sovereignty and dignity for peoples and cautioned of the dangers of external actors controlling AI in ways that undermine the fragile stability of conflict-affected countries.

The President pointed out that this technology, if used responsibly, is capable of supporting the rebuilding of essential services, development, monitoring ceasefires, enhancing public trust in institutions, and contributing to the promotion of peace and security at both regional and international levels.

President Al-Zubaidi concluded his remarks by stressing that artificial intelligence must be an aid in achieving justice, enforcing the law, and guaranteeing peoples' right to self-determination, in accordance with the principles of the United Nations Charter.
