STC President Issues Decree No. 17 of 2025 on Completing Restructuring the STC
President Aidarous Qassem Al-Zubaidi, President of the Southern Transitional Council (STC), issued today, Thursday, July 24, decree No. 17 of 2025 on completing the STC's restructuring. The decree included the following articles:
Article (1): The process of restructuring and merging the auxiliary bodies of the STC Presidium and the General Secretariat departments within the framework of the General Secretariat of the STC Presidium shall be completed in accordance with the following:
1) the Planning, Organization, and Capacity-Building Authority, which includes the following:
A) The Institutional Development Authority, assisting the STC presidium.
B) the training and qualification commission, assisting the STC presidium.
C) the organizational department of the general secretariat.
2) the political commission, which includes the following:
A) the political commission, assisting the STC presidium.
B) The Research and Decision Support Center.
C) the negotiations affairs unit.
D) the Southern National Dialogue team.
E) the political department of the general secretariat.
3) the Foreign Affairs Authority, which includes the following:
A) the Foreign Affairs and Expatriates Directorate,
assisting the STC presidium.
4) the media and cultural authority, which includes the following:
A) the National Authority for Southern Media assisting the STC presidium
B) the radio and television sector of the STC.
C) the modern press and media sector of the council.
D) the media and the Cultural Department of the General Secretariat.
5) the Economic and Service Commission, which includes the following:
A) the economic and service commission, assisting the STC presidium.
B) the economic and service department of the secretariat.
6) the Education, Youth, and Sports Authority, which includes the following:
A) the youth auxiliary body of the STC presidium.
B) the Department of Youth and Sports of the General Secretariat.
C) the Education Department of the General Secretariat.
7) The Social Affairs Authority, which includes the following:
A) the auxiliary community commission of the STC presidium.
B) the relief and humanitarian assistance commission of the presidium.
C) the Department of Social and Public Affairs of the General Secretariat.
D) the Department of Martyrs and Wounded of the General Secretariat.
8) the financial and administrative authority, which includes the following:
A) The Office of Administrative and Financial Affairs of the STC.
B) the administrative and financial department of the general secretariat.
C) The Office of Equipment and Construction works in the STC.
9) The Legal Affairs and Human Rights Authority, which includes the following:
a) The legal and human rights commission, assisting the STC Presidium.
b) The Legal and Human Rights Department at the General Secretariat.
10) The Women and Children Commission, which includes the following:
a) The Women's Commission, assisting the STC Presidium.
b) The Department of Women and Children at the General Secretariat.
11) The Religious Thought and Guidance Authority, which includes the following:
a) The Department of Religious Thought and Guidance at the General Secretariat.
Article (3): The decree is stipulated to be enforced from the date of its issuance; any prior decree that contradicts its provisions shall be considered null and void and to be published in the official gazette of the STC.
