President Al-Zubaidi Issues Decree Forming Preparatory Committee for SASC

President Aidarous Qassem Al-Zubaidi, President of the Southern Transitional Council (STC), issued decree No. 10 of 2025 on Thursday, the 27th of Ramadan, 1446 AH, forming a preparatory committee for the South Arabia Senate Council (SASC).

The decree included the following articles:

Article (1): Sheikh Ali Abdullah Salem Al-Kathiri is appointed as chairman of the preparatory committee of the SASC and will oversee its flow of work.

Article (2): The following individuals are hereby appointed as members of the Preparatory Committee of the SASC:

1. Sultan Abdullah Isa Ali Al Afrar – Member

2. Sheikh Abdulrab Ahmed Abu Bakr Al-Naqib – Member

3. Sheikh Abdulaziz bin Abdulrahman Ali Al-Jifri – Member

4. Sheikh Abdulrahman Jalal Abdulqawi Mohammed Shaher – Member

5. Prince Ali Sheikh Al-Kazmi Al-Awlaqi – Member

6. Prince Abdul Alam Abdulqawi Mohammed Omar Al-Amiri– Member

Article 3: The Preparatory Committee shall carry out the following duties and responsibilities:

1. To prepare and arrange for the official declaration of the SASC and the adoption of a time-bound plan for its execution.

2. To draft an organizational bylaw for the SASC, delineating its organizational structure, duties, and jurisdictions in a manner that precisely establishes the SASC's structural framework, the respective duties of its constituents, and the interrelationship with the bodies of the STC.

4. To engage with all sultans and sheikhs—both domestically and abroad—to involve them in constituting the SASC's organizational bodies.

5. There shall be limited membership to a maximum of 121 members for the central body and 15 members for the executive body.

6. All prior preparatory proposals, whether organizational, media-related, or field-based, pertaining to the official declaration of the SASC shall be hereby ratified.

7. The Committee shall convene its meetings in the capital, Aden, and members who are unable to attend in person from outside the South may virtually be permitted to participate, and decisions shall be adopted by consensus. In the event that consensus is unattainable, the proposed resolution shall be submitted to the President of the STC for a final decision, which may include approval, amendment, or rejection.

8. The Preparatory Committee shall be deemed dissolved upon the issuance of the decree constituting the Central Authority and Executive Body of the SASC.

Article (4) of this decree is stipulated to be enforced from the date of its issuance and to be published on the official gazette of the STC.
