The STC Welcomes Report of UN Experts and Calls for Enhanced International Cooperation

The Southern Transitional Council (STC) welcomes the report from the United Nations Panel of Experts on Yemen (S/2025/650) and commends the panel's extensive efforts in documenting the ongoing crisis, particularly with regard to the actions that the Houthi militia continues to carry out, which undermine efforts to achieve lasting peace and stability for our people, the region, and, on a large scale, global security and prosperity.

The report's findings on Houthi practices, including systematic indoctrination, widespread recruitment of children, acts of torture, and obstruction of humanitarian assistance to Yemen, reveal conduct that is completely at odds with international values and norms, as well as with the nature of the society we represent in the South. As the report indicates, these strategies aim to "produce a generation of loyal fighters who are uneducated and indoctrinated" and "pave the way for long-term Houthi dominance."

This evidence corroborates the long-standing position the STC has argued: that the current priority must be to redouble efforts to support those seeking to maintain security and stability in the South as a bulwark against Houthi extremism and other terrorist organizations.

The STC strongly endorsed the report’s recommendation to facilitate the resumption of oil exports, as this is essential for economic recovery and stability. The STC also welcomes efforts to enhance maritime monitoring to tighten the enforcement of the arms embargo. These measures should be part of a comprehensive effort to cut off supplies to the Houthis and their backers, including Iran's Islamic Revolutionary Guard Corps (IRGC), and to create conditions conducive to a new political process based on the two-state solution.

The report's conclusion that Security Council Resolution 2216 "is totally ineffective and has made no significant dent in the capabilities of the Houthis" affirms the need for the Security Council to recognize that resolving the Yemeni crisis requires bold thinking and a renewed framework that addresses the realities and root causes of the conflict, alongside redoubled efforts to end the threats the Houthi militias pose to Yemen, the region, and international interests.

The STC reaffirms its readiness to fully perform its part in achieving a sustainable and just political settlement.

With the sanctions regime set for renewal on 13 November, the STC is calling on the UN Security Council to strengthen implementation mechanisms based on the Panel of Experts' recommendations and to recognize the changing political realities documented in the report.

The STC reiterates its commitment to constructive cooperation and its full support for all international efforts aimed at achieving lasting peace, security, and stability for the people of the South.
