We, in the Southern Transitional Council (STC), strongly condemn the heinous crime committed by the Iranian-backed Houthi terrorist militia on the morning of Wednesday, 15 October 2025, which targeted two ambulances with drones in the Al-Fakher area, north of Al-Dhale'a governorate, as the ambulances were performing humanitarian duties to rescue and transport wounded civilians when they were struck. The attack led to the death of paramedic Ahmed Mohsen Haimed Al-Jebily (25 years old), from the Juhaf district, and seriously wounded eight other members of the medical crew.
We reiterate that this criminal act represents a blatant violation of international humanitarian law and the four Geneva Conventions, which prohibit the targeting of medical crews and humanitarian vehicles in conflict zones.
This crime reveals a systematic terrorist approach pursued by the Houthi militias against civilians and civilian objects in the governorates of the South, in a flagrant defiance of all human values and international covenants.
This assault is part of a series of frequent Houthi crimes that have affected populated areas in Al-Dhale'a, Lahj, Shabwa, and several governorates of the South, claiming the lives of innocent civilians, including women and children, amid a worrying and unjustified international silence.
We hold the Houthi militias fully legally responsible for this crime and call on the United Nations, the Human Rights Council, and the international organizations concerned with international humanitarian law and human rights to clearly and unequivocally condemn this heinous crime without justification or leniency and to act urgently to stop the frequent Houthi violations against civilians in the South.
We affirm that the continuation of these terrorist crimes will not deter the people of the South from defending their land and their right to life and dignity. The STC remains committed to its duty to protect civilians and confront all forms of aggression targeting the South and its security and stability.
