President Aidarous Qassem Al-Zubaidi, President of the Southern Transitional Council (STC), Vice Chairman of the Presidential Leadership Council (PLC), and Chairman of the Supreme Committee for Sovereign and Local Resources (SCSLR), presided over the committee's regular meeting in the capital, Aden.
The meeting was dedicated to discussing the current economic and financial conditions, the economic and financial reform program and its implementation mechanism by the government and the central bank, and the measures to enhance resources and activate the government's revenue-generating bodies, according to a report by the Ministry of Finance, which reviewed the public fiscal position, the existing budget deficit level, and potential steps to bridge this deficit gap.
The meeting focused on key challenges hindering the activation and reopening of revenue-generating bodies, primarily the Aden Refinery Company, considered one of the most important strategic economic facilities. In this context, the meeting reviewed mechanisms to secure the necessary funding to reoperate the refinery, and secure crude oil supplies to refine 6,000 barrels a day, as an initial step to eventually resume full production capacity and generate economic returns to help cut reliance on imports.
Similarly, the meeting discussed a draft operational plan for the committee's work during the second half of 2025, which included urgent priorities to address imbalances within sovereign revenue-generating institutions—specifically targeting the Customs and Tax Authorities—alongside activating oversight bodies, restructuring revenue collection systems, and broadening the base of local and sovereign resources.
The meeting touched on the fuel crisis threatening power plant operations across the capital, Aden, Hadramout, and other liberated governorates. In this respect, President Al-Zubaidi directed the government and central bank to secure the necessary financial liquidity for an emergency fuel shipment to supply generation plants. His Excellency further mandated the Oil Ministry to provide sufficient domestic crude supplies specifically for Aden and Hadramout's electricity to ensure service stability.
President Al-Zubaidi stressed the urgent need to redouble efforts and intensify coordination among relevant authorities to shift from emergency fixes to strategic planning based on concrete measures and accurate data and emphasized that the current phase demands bold decisions and effective initiatives to confront the escalating economic challenges.
The meeting concluded by approving a series of recommendations, including tasking relevant authorities to prepare a time-bound implementation plan for the proposed tasks, outlining actionable steps, a clear timeline, and key performance indicators (KPIs) to ensure execution aligns with set priorities, achieves financial sustainability, and strengthens the government's capacity to meet its obligations to citizens.
